PROTECTIVE SERVICES
The R.M. of Rosedale No. 283 and the Town of Hanley entered an agreement in 1977 to provide fire protection services to the resident of the R.M. of Rosedale No. 283 and the Town of Hanley. The municipalities own three fire trucks, a brush truck, a rescue van and a fire hall. The Hanley Rosedale Fire Department is administered out of the R.M. of Rosedale Office. The board consist of 3 members from each council and the administrator for the RM of Rosedale No. 283 is the secretary-treasurer.
Fire Department Members are volunteers from the urban and rural areas. Fire Chief is Les Kroeger and there are currently 15 members. 6 of these members are also volunteer medical first responders.

Non-Ratepayer: 1 1/2 times the rate Minimum Charge of 1hr on all custom work
• Overweight Permits:
Single trip (with the exception of spring road ban season): $50.00
Single trip (during spring road ban season): $100.00
Multi-Trip permit: $300.00
ENVIRONMENTAL & PUBLIC HEALTH SERVICES
• Waste Disposal and Recycling:
Hanley Transfer Station
The municipality entered into an agreement with the Town of Hanley for the use of the Transfer Station by the ratepayers of the R.M. of Rosedale No. 283. A permit can be obtain at the Town of Hanley Office.
- Open Saturdays – 10 am to 5 pm
- Open Tuesdays – 5 pm to 9 pm
- Open Thursdays – 5 pm to 9 pm
- Saturday: 10:00 a.m. to 5:00 p.m.
Recycling
A blue bin is located on the west side of the R.M. Shop for recycling. A number of household products are recyclable.
• Pest Control Program:
The municipality appoints a Pest Control Officer (PCO) each year to keep rat infestation in check. The Pest Control Officer is hired by contract to conduct a spring and fall tour of the entire municipality to identify rat-infested sites, set up bait stations, monitor the sites, keep accurate records, educate the ratepayers, and make reports to council.
ANIMAL PEST CONTROL PRODUCTS
The municipality provides pest control products at no charge to the R.M. of Rosedale No. 283 ratepayers.
Bait stations are available for $31.80 per station.

• Gopher Control Program:
The Gopher Control Program (GCP) is designed to encourage pest management practices that incorporate a variety of strategies such as rodenticides along with the inclusion of raptor platforms and nest boxes used near gopher colonies. SARM is administering a 50:50 cost-share rebate program to rural municipalities and other stakeholders to control Ground Squirrel (Richardson’s, Franklin’s, and thirteen-lined) and Northern Pocket Gopher populations.
The deadline to claim under the 2024-25 GCP is July 31, 2024.
• Beaver Control Program:
The Beaver Control Program (BCP) focuses on the humane removal of adult nuisance beaver along with the use of easy man-made flow devices that offer a cost-effective, non-lethal and sustainable humane approach to mitigate flooding problems due to nuisance beaver populations.
SARM administers a 50:50 cost-share rebate program to all rural municipalities and other stakeholders to control the beaver population in their respective jurisdictions.
The deadline to claim under the 2024-25 BCP is February 15, 2025.
• Invasive Plant Control Program:
The purpose of the Invasive Plant Control Program (IPCP) is to provide financial assistance to rural municipalities and other stakeholders with costs to undertake and coordinate the control of prohibited weeds as well as specific noxious weeds that are persistent and problematic invasive plants.
SARM will administer a 50:50 cost-share rebate program to assist with costs to control all prohibited weeds and eligible herbicide costs to control a limited number of noxious weeds of high concern designated under The Weed Control Act.

RECREATIONAL & CULTURAL SERVICES
All the recreational and cultural services are located in Hanley. The R.M. of Rosedale No. 283 and the Town of Hanley equally share the cost of the Recreation Maintenance Personnel wage and the Hanley Public Library operational cost. The R.M. of Rosedale No. 283 also provide financial support for the Hanley Arena, Kenaston Swimming Pool, and Hawarden Community Center.

The Municipality contracts MuniCode Services Ltd. for all our building needs.
The following are examples of when a building permit is required.
- New building construction (residential, commercial, industrial) greater than 10 m2,
- garages and carports,
- decks,
- modular homes,
- renovations, alterations and additions to an existing building,
- demolition of an existing building,
- relocation of an existing building,
- basement development in a dwelling unit,
- Wood burning fireplaces, stoves and heaters,
- retaining walls where the wall is retaining more than 42” of grade,
- change of use or occupancy of a building,
- work to remedy an unsafe condition or building official’s order, and
- temporary buildings.
